Rally and Insight?

I notice when the buff goes up that it says my stats were increased by 0 and 0.

And when I press C and look at the character stats they don't move.  So I was wondering if either of these skills work or if they are currently bugged?

Looks like this has the same bug that existed on EU, though I thought rally did work :-\

steel clear of insight though
